在全球疫情趨緩下,台灣與日本等地相繼開放邊境,國際間產品進出口等業務隨之恢復熱絡,根據日本農林水產省公告,日前共新增2家台灣合格肉品廠獲准輸日,不僅為台灣逾10年來第⼀次有加熱禽⾁處理設施獲得認可,更使國內老字號⾁品加⼯⼤廠台畜(全名「台灣農畜產⼯業股份有限公司」)成為全國唯⼀同時具備「加熱畜⾁(偶蹄)處理設施」與「加熱禽⾁處理設施」兩項可合法外銷日本的⾁品廠。台畜斥資10億、歷時六年,於屏東農業⽣物科技園區打造符合美、⽇輸出規範的全新廠房,本次獲得⽇本肯定,顯見台灣在⾁類處理的技術與衛⽣把關上,已具相當程度品質保證,締造台灣畜禽產銷一大里程碑。
逆勢突圍!台畜不畏疫情展實力 外銷搶攻日本市場
為保護畜產業避免受畜禽類傳染病入侵,⽇本對各種⾁製品都採取相當嚴格的管理措施與審查程序,因此⾁品進入⽇本市場實屬不易。為開啟外銷新契機,台畜經台灣防檢局、食藥署審核,早在2019年遞交相關資料,並經⽇本農林⽔產省實地查核、動物檢疫所與厚⽣勞働省檢疫所申報等檢查程序,歷時3年多通過書面審查與實地查證,於疫情間成功突破重圍取得日方核可,農委會主委陳吉仲指出:「⽇本對⼯廠⼈流、物流再到氣流等都需經過嚴格管控與抽驗,可以說能通過⽇本檢測的⾁品,基本上要銷到各國都沒問題了。」
食安最後一道防線!台畜推產業現代化 樹立最高衛生標準
看準外銷商機,台畜全力推動產業現代化,工廠生產線設計與規劃完全杜絕生熟肉品交叉污染,在人員管理上,生品與熟品作業員進廠區前即徹底分流,工作業務處理均以實體牆面明確分隔,進廠前更設置工作衣鞋換裝、鞋底消毒、洗手液、酒精指縫刷、風刀乾手機、二次消毒酒精、氣浴室等7道程序,嚴格把關各生產流程;在場地配置上,生熟界面或不同作業區通道均設置緩衝區阻隔氣流,建築材料也格外講究,作業區牆面、天花板皆採用不鏽鋼材質,地板則以造價比不鏽鋼還貴的工業用地板,嚴防交叉污染。

T-HAM PABP Factory - The only meat factory in Taiwan with double certi-fication for export to Japan.
As the global COVID-19 pandemic gradually slows, countries like Taiwan and Japan have reopened their borders, restoring imports and exports. According to the announcement of the Ministry of Agriculture, For-estry, and Fisheries (Japan), a total of two new certified meat factories in Taiwan have been approved to ex-port their products to Japan. Not only is this the first time that “Heat-processing for Poultry Meat” have been certified in more than 10 years, but also T-Ham (Taiwan Farm Industry Co., Ltd.) is now the first and only meat factory in Taiwan that is certified for both “Heat-processing for Livestock Meat” and “Heat-processing for Poultry Meat.” T-HAM may now legally export its products to Japan. Following an investment of NT$1 billion over six years, T-Ham has built a new factory in the Pingtung Agriculture and Biotechnology Park (PABP) that meets the export specifications of the United States and Japan. T-Ham has now been recognized by Japan, indicating that Taiwan has not only achieved a considerable degree of quality assurance in technology and sanitation of food processing, but also created a milestone in the production and sales of livestock and poultry in Taiwan.
A major breakthrough: T-Ham shows its full potential by expanding business scale and gaining access to the Japanese market
To protect the livestock and poultry industry from infectious diseases, Japan operates strict management measures and review procedures for various types of meat products, making it difficult for foreign business-es to export meat products to Japan. To create new opportunities for exports, T-Ham submitted the required documents as early as 2019 through the Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ) and the Taiwan Food and Drug Administration (TFDA). After on-site inspections by the Ministry of Agriculture, Forestry, and Fisheries of Japan, declarations by the Animal Quarantine Service and the Ministry of Health, Labor and Welfare of Japan, and other inspection procedures, T-Ham’s efforts for more than three years has paid off as it passed the written review and on-site verification by the Japanese authority during the COVID-19 period. According to Chen Chi-Chung, Minister of the Council of Agriculture of Taiwan, “Japan operates strict control and random inspections on the traffic flow (from people to materials to air) in the factory. It can be said that products that pass the Japanese authorities’ testing are essentially fit for sale to anywhere in the world.”
The last line of defense for food safety: T-Ham drives industrial modernization and sets the highest hygiene standards
Aiming at business opportunities for export, T-Ham invested all efforts to promote industrial modernization. The design and planning of the new production line saw cross-contamination of raw and cooked meat com-pletely eliminated. As for personnel management, raw and cooked product operators do not come into con-tact before they enter the factory, and work and business processing are clearly separated by solid walls. Be-fore entering the factory, personnel must follow seven procedures to ensure hygiene control, including changing work clothes and shoes, disinfecting the soles of shoes, sanitizing hands, cleaning nails with a brush, using an air jet hand dryer, secondary disinfection with alcohol, and entering the steam room. Accord-ing to the site layout, the interfaces between the raw and cooked processing areas or channels of different working areas are set up with buffer zones to block airflow. As for the building materials, the walls and ceil-ings of the operation area are made entirely of stainless steel, and the industrial floor is made of Methyl Methacrylate (MMA) Flooring materials to strictly prevent cross-contamination.
Credits to new construction technology and the adoption of the latest processing equipment, the T-HAM PABP factory has passed the FSSC22000, ISO22000 and ISO9001 standards and other specifications to ensure the highest food safety standards. With a monthly output of up to 1,200 metric tons, the T-HAM PABP factory is the largest meat processing plant in Taiwan that has not only improved the export quality of processed meat products made in Taiwan, but is also driving the development of upstream, midstream and downstream industries.
Overseas marketing: T-Ham delivers product development with precise data and exports the authentic Taiwanese flavors all over the world
Globalization has brought about changeable and complex competition. Not only homogenous products, but even substitute products have increased exponentially in demand. Seeing that the export of meat products from Taiwan to Japan is a rare opportunity, innovative ways to improve the operational resilience to cope with the ever-changing market has become key to successfully deploying an international import and export business.
